10.28.1 Bugs Fixed

• Issue with `~@' in format/[2,3].
• Memory management issues: if memory in use is very large, reading `.ql' files.
• Handle circular import dependencies.
• spld generated some files that were incompatible with C++.
• Embedded data resources would not be found if their name contained underscores. This affected all-in-one executables for filenames such as my_code.sav.
• library(objects): bug in object::retractall/1.
• library(clpfd): possible crash; noisy error handling; integer overflows, coreferences.
• seek/4 misbehaved after lookahead, e.g. after peek_byte/2.
